I think you're going to fail if you try to make the system turn-based. My guess is that if you attempt to make it turned-base, you'll either fail at being able to script it or you'll end up having your NPC-Server crashing when more than 12 people are online.
Keep away from Final Fantasy's system. There's a reason FFXI didn't use turn based battle.
