It depends on what the announcement is about. v4 updates are in the v4 main forum, and changes in the GServer/NPCServer that are beneficial to v4 have been posted there too, recently. Big updates for the GServer/NPCServer have been posted in the NPC Scripting forum recently. The feature Malinko mentioned was announced in the Playerworlds Main Forum (I guess since it is useful to managers who need to backup):
