Go to Baddies, NPCs, Chests and click the thing that looks like an outline of a person. Drop it in the level and double-click it. Paste everything you copied into it. Close out of it and save your level with the correct prefix to use those tiles. By this I mean save your level with either "zone_arctic, zone_wars, zone_whatever" in the beginning of the filename (example: zone_arctic_test1.nw). Hit "Play" and then F4. You should be able to use the tiles.
