Back in 1999 the UDP thing has been added to speed up the game because the servers were sometimes quite laggy. Now it's not that important anymore since the servers are quite fast, also more people are behind proxys/firewalls/nats now so they have problems with peer-to-peer udp.
Right now the UDP is needed for the microphone thing though, but we plan to change the microphone to use server-based communication.
