The original small shield was supposed to be an alchemy item but you couldn't make it because some of the items needed didn't exist. In the new alchemy you can make a Small Shield of Govannon, which is small - but looks nothing like the small shield which you traded for.

I'm pretty sure you can cast cancellation on SSoG and get a small shield. Thus making a Small Shield even more worthless. Axen told me he has done it before.
