Drawing conclusions from generalizations isn't a good idea, because then you miss the details. Nor is there any certainty behind your claim.

In the past year or so, Era has spent more time down due to fun new rennovations being made, than people have spent making use of the rennovations. I'm not saying change is bad, but I'm saying change and delays of this magnitude grow a bit tedious over time.
And given the oppurtunity to get things right, the routine will not fall into this loop.
