Happened to me on Era once, though the circumstances weren't exactly the same. It is possible that it could happen. Your problem is you'll accuse anyone for anything. You seem so negative about how this game is run. Why not leave? You don't have the items you want and you claim all the staff are incompetent. Now you're accusing someone of teasing you by adding your old items then removing them again? Pure genious man.
