1) Although it's annoying, those kinds of masses do serve a purpose other than getting attention by irritating people.
2) The PM system has the ignore feature as you point out. It's possible to selectively silence other players. If that were the same with idiots and horns, there wouldn't be a problem. But since the players need to sacrifice something to silence one stupid brat, there is.
