Not necessarily offensive masses, but some people get annoyed by constant advertisement, for example. I don't see how it is any different from playing a horn.

Would you agree that this is annoying? Well, then you could turn masses off, or put the person on ignore. By the same token, if someone is annoyed by a war horn, they can turn the volume down.
