I must agree with Deo, and not just because he's my friend. Although the war horn is terribly annoying, playing it anywhere is not against the rules. Like Deo said, if it bothers anyone, they can turn the volume down. It's the same with masses. If it bothers anyone, they can turn masses off. PKing- if it bothers someone, they go to peaceful mode. If you pillory someone for being annoying, then you'd have to build more pillories, enough for half the server or more.
