That's basically the case here. The role of an EM isn't exactley a hard one... so the staff don't have to take it as seriously and can let the players have some fun with it.
While Kai seems to be concerned more with Getting the job done, I think Sam just wants to let the players decide so they feel more involved. *shrug* It's not a big deal, really.
