Dustari was amazing and strong, a while back. When most Dustari's Royals were active, along with the other good ol' Dustrians. GK itself somehow seemed to die, because there wasn't much to do/or anything happening. Zoe wasn't saying you or anyone is responsible for Dustari's survival...you've taken a leap there.

Like Zoe said; Building a Kingdom to fit the present, as most people are in the present, is the major concern.
If you try to search for an RPer who can be civilised and able to cope within a kingdom... you'll find it's rare. Even if you teach them, they will have to be willing to learn. Most of them go "oh nvm" and joins another kingdom. Agreed the leader is responsible, but not always based if they are effective or ineffective. Again, it's the people that makes the kingdom 'whole' as well.
