It's not really, it's being scripted so that any idiot with a pulse could develop there easily, the map editor is ingame, and it's as simple as select a grid, and tell it what tile is there and at what elevation. To expand the map, just go to the edge, and start dropping new tiles.
Or you could alter the existing ones at a moment's notice to make drastic changes in the landscape, like, say the player buys a land deed and wants to put down a house, we can flatten the area where the house will be, so that it can sit evenly, say an event calls for a giant meteor to strike the planet, you can bet there will be a crater.
