The timer starts when u are standing still. I.e. Idling. If u move again within the 10 seconds, the timer resets again. U will figure it out when seeing the pk icon fadind out slowly in that 10...

Like you said, damage +5, No shield has damage+5. Even for a craftable shield with easy obtainable materials, its a great one. Actually has more damage than spiked shield.
