How about posting guards at the entrances to cities and only those with ap over 50 may enter ;)

That's not cool... maybe if people under 30 went in they should get attacked by guards, but 50? Way too high, way too harsh.

Different cities could set different AP limits, depending on their "alignment."

Evil Cities and Moral Cities...Only the ones with your alignment they'll sell stuff to you...

You cant buy bogens from the evil city but you can get one in the good city if your good..

It's a good idea. Plus, it'd give the wandering policemen a reason to wander around like the mindless zombies they are.
