So I decided to fiddle around in paint seeing as how I haven't done it in awhile.

Shrink it down a bit, add a few more sprites to make it look animated, and I'd say job well done.

Why shrink it? I totally disagree, the size is fine. The only issue I'm seeing right now is that there are some colors in the cloth part of the banner that are too light compared to the others. Kinda looks like it's shining.

Well, if it's meant to be carried, it's a bit to large imo. If it's for a castle or something, then I agree, the size is fine.

He didn't say where it's used or if it's even used at all ;) You cannot compare that banner to anything else size-wise, the size just doesn't matter at all.
