hotkeying rods

People are able to hotkey rods and quickly rotate between them without using any mana or requiring a casting time. This makes it completely unfair to both melee and ranged fighters.

Perhaps heavy rods and rods can be removed from the hotkey list. Will need to investigate this more first though.
