Question about offline overworlds

I was wondering if it is possible to make like a new gui and have it work offline? Because i am working on a overworld for fun and i want to go all out and have a new gui, q-menu and stuff like that. And i never really knew if you could do all that offline.

Wait why wouldn't it work offline? I remember servers having custom gui's before the NPC server...(enigma, xone, delteria).

Well i never really got into it. I remember way back i tried and it didn't work, i guess that was because i didn't know how to do it right back then lol. Thanks :D

implementing this crap intob LNPCs would be terrifying...

pull a zokemon and put up 2 servers in 1

Except you wouldn't have to put it into LNPC's...? I used to make offline worlds all the time. What you do is have a 'starting' level that contains all the NPCs for the Qmenu and GUI and such, have them as toweapons, then warp the player to the overworld.
