Time Bar

Anyone know how to make a time bar? Not in a sign though. Please post the script in a pm to me if you would not like Ice Pick to take it.

Im not sure because I dont know how to make bars that are right in the middle of the screen. I could make the bar and the time script part but i dont know how to get in on the damn screen.
