What was the GGT's original duty?

If I recall correctly...
Once upon a time there were only a few servers: Graal2001 and Classic, and Valkorlia was being converted over.
Of these servers, there was only 1 pool of Character Graphics: 1 folder of heads, 1 folder of bodies, 1 folder of shields, 1 folder of swords, etc.
The GGT was in charge of maintaining this global database, accepting new heads, swords, shields, bodies, etc.
Eventually G2K1 insisted there should be a Bomy uploader too.
Then some of the newer servers started uploading their own Replacement Heads, using the same filenames.
Eventually the Global Uploader was abolished.
Which is really too bad, as it seperated servers that could otherwise share head-files...but they were fated to forever argue whether head492 should be the one that looks like Trunks or the one that looks like head35 but blinks.

Things were a lot nicer when files were shared between servers.
