Blue = Supermod
orange/red = Administrators (Not sure why Ibonic's name is orange)

Green are globals.

Black is for regular mods that can give infractions.

Red - Forum administrator
Blue - Super moderator
Green - Global (Playerworld Admin, Global Scripting Team)
Black - Normal moderator
Orange - Social outcast ;) Love you really, Ibonic

There are some moderators without highlighted names; you can see the list here.

What's GlobalConnect? Because I see the accounts of Hoyt, WiKKiD, and Mysti from UN listed under it.

It gives access to a private forum which at one time was used for managers of servers to communicate more easily with globals. It's not really used much anymore.

Ah. The only one of those three that are still active UN staff is Mysti. And she's quit and come back and is only a FAQ now. :o Why isn't that used anymore? It's pretty hard to get in touch with global staff as they don't visit UN often. You, Houdini, and Cheetos are the only ones I see relatively often. Houdini probably too often.

black as in more black then normal black... some people call this bold, some call this black... whatever you call it, we all know what it means

It's a keycode for bolded names.
