Is it possible to stream a video on a GUI or something? Like from a website, or if saved somewhere?

I believe you can stream flash videos other thaqn that I'm not sure at all.

Convert your '.wmv' or '.mov' to '.swf' then you can stream it on Graal.

Videos do not convert to swf; you would want to convert them to flac or so, and then create an swf which displays the stream.

Even then, you can't guarantee that the stream will even work, due to varying flash versions and implementations across operating systems.

Streaming videos using GuiFlash should work fine, only works on Windows though. Otherwise you can use animated gifs or mngs, or just stream sound using the play() command.

This KIND OF goes with something that I was saying once about embedding a media player in PMs. PMs apparently use Internet Explorer to show HTML, but still won't allow you to play media content for some reason.
If media were supported in PMs you could just get the NPC server to PM the player with the content embedded in the PM.

It would also make it possible to make video walkthroughs, help videos, or make videos of large grand final fights in tournaments and show them directly via PM.

Well, I think certain things are stripped out of PMs for safety (scripts might be these days, media objects, etc), but I am not certain. On Linux and Mac, PMs are not even supporting most HTML features so there would be little cross-platform compatibility for playing media content in PMs.

Videos aren't much of a security risk, although I could see it potentially being used to display some inappropriate content (porn, etc.) but the same risk exists by allowing images to be shown in PMs.
The onus is on the server to make sure players aren't distributing such content through moderation with GPs, not on the developer to just cut the possibility out altogether. And in some cases word filters in PMs would break the links to mature content?

You could create a word filter rule to filter out images/links completely I guess.

Perhaps links in PM's could run through a filtering engine? Perhaps one provided by Graal or another 3rd party.
