Just how much DOES this improve your alchemy success?

I mean, would restarting as an alchemist be worth the attuned amulet in the long run?

(And please don't suggest switching to Gov. I don't want to switch to Gov.)

Probably not. Just up your mental level if you want more alchemy success.

I think it is just to reduce the spellpoint cost.
