uhm... offline testing :x

currently if u really want to learn gs2
and test scripts u have ot become staff on some server
but without skills u have like 0% chance to become a staff that has level access on a classic gs2 server
so you got to upgrade to vip/gold
that sucks...

This has been discussed many times. Such "emulation software" won't happen.
