In simple translation it means "Peace on you".
It's either Arabic or Hebrew, probably Arabic.

So why would someone who had quit write "Peace to you" in Arabic/Hebrew in the Hello/Goodbyes section..? Maybe he's trying to say he's back, or something.

Because it's some sort of a greeting.

Note: it's certainly Arabic.
