Yes, using it counts as using the skill "Use magic item" not wizardry.

When I blast something with the rod's imbued spell, it doesn't switch it to wizardry. I don't see where you're getting this info, axman.

Yeah, you can't use other spells with it, but you can use the spell it comes with for a few times, then you need to wait a little bit for the energy to come back.
