It's been there for a long time. I believe I went through it a little before the pryamid quest was SUPPOSED to be out.

I doubt it'll ever be put to good use, but I can talk Lance about opening it up for fun...

I think its supposed to turn into a town of rentable villas.

I love that town though, very well made.

Villas are auctioned off, actually. They are also occassionally evented off.
