My mom goes paranoid over a little lag on her computer... I always tell her to remove stuff off of her startup (by going to msconfig) but she always refuses. And thats just over the computer, I mean she goes totaly crazy when buying stuff online..

I believe they're the same thing, but does Graal/PayPal accept personal bank cards? And if they do, there are additional charges, correct?

A debit card is only accepted if it has the VISA or Mastercard logo on it. However, you can hard wire Paypal to your bank account and pay that way.
