i'm guessing this is a bug, but i could be wrong. would someone care to tell me what the heck it is and why the heck it's there?

no the NPC/Player had an error in it while loading

I saw the same thing on Dustari too..probably the exact same one lol. I asked Stefan when I saw it originally and he said it was probably a test npc placed there a LONG time ago...like before the current game system...and it didnt matter if it was removed or not or something...
