I went on g2k2 for the first time in months and PMed the Shogun and said like "hey" or 'whatsup?"

and he responded "tokin"

now I mean if I were friends with him I would have just autopmatically assumed it was an out of character thing, but I dont even know him and he is saying things like Tokin'
In Character... maybe im complaining about nothing, cus I dont know anything about him other then this short episode, so I mean is he a good RPer, or no?

'hey' and 'whatsup' are not great indications of roleplaying either. It could easily be argued that he just followed your lead - since you didn't seem to be in-character, he chose not to be either.

But that's besides the point, because he really can't RP.

Well where I'm from it usually means people are smoking pot.
Never seen anyone use it to say they were smoking cigerettes.

When I still played, I remember you were always supposed to RP in PMs unless you knew the person and they understood that the message was OOC. And of course I didnt RP, im not required to, but he is cus he is leader. Im not saying he's a bad leader im just bringing this to everyone's attention to hear their opinion on it.

Look:

You sent him an OOC message, he replied with an OOC message. He is not obligated to respond to OOC messages with IC messages. Why should he be? If you don't want to roleplay then there's no reason for him to do it either; roleplaying is an intrinsically social thing and you can't really do it alone.

If you had sent him an IC message ("Hail, Shogun. I am curious to know what you are doing") and he had given the same reply then you would have grounds to complain.
