A new wave on 2k2?

I was going through some history and I got hooked on the Ancient Spartians of Greece. I read that their government was the basis of all governments. It was the most stable and it was the most powerful.

They had three or so kings and a small council of elders. Terms were one year long and the council elected the kings. If the king was good then he was reelected, other wise he was discharged. It was the first form of Monarchy with a checks and balance system.

So why dont any of the kingdoms use this system? It must have worked because we still use it today.

Cuz that's not a true monarchy, sure there is a single leader, but leadership isnt passed down through birth there, you see?

Only in this system of government... The council just goes
"Should we keep Kamuii as king?"
And like they say "Yes" and he stays king o.o
