How about we have licenses and permits for stuff
 

Make permits and licenses for stuff like the trading system and you have to pay a npc 100 plats a month and during the month everythign you buy or sell dont cost tax and if you dont have the trading permit u have to pay tax for goods u sell and buy and maybe there could be magic permits for melee classes and they need it to cast spells and same for magic ppl they need it for using wepaons but they also need the skills tho

Boat licenses! you're not allowed to drive a boat unless you have a license :p

Who would monitor whether or not a player had a license? I know that it could be programmed so they could not do the particular thing without it .. but RP-wise, who is monitoring it? Who would actually care?

The bomies, they put electronic chips into our brain so we can't do something without a license :P
