When you have such a large organization consisting of over 150 people each with their own interests a command system to make sure everyone's interests are met is needed.

The following are a list of Alliance "Officers" which have the right to authorize large scale attacks, diplomacy changes, declaring war in the name of the alliance etc. Nobody else has this right. If you are a leader in your kingdom, and are organizing an attack or have plans for a radical change of basically anything in the alliance, please consult with one of these people first.

Astri=King, High Chieften, Chamberlain, Warlord
Crescent Pirates=Govenor, Reverent, Sword Master
Samurai=Shogun
