This is getting out of hand

Ok (don't say to move this to Kingdom forum because it's for everyone)
I'm really getting ticked off with non-rpers stealing fleet ships from the navy, and it's not just happening to Zormite, it's happening to everyone else too.
HALF of the Zormite fleet was taken last night( most ever been stolen from us), if it were an RPer from an enemy kingdom that stole it or destroyed, I would not be angry since it's rping, but it wasn't- it was some guy not in a kingdom who stole one boat and destroyed 3 others, and sailed off- we only had three ships left after that. There NEEDS to be some sort of control to keep kingdom boats (the colored sail) from being stolen by non kingdom members. maybe if a player created a boat on a kingdom isle untagged its white sails no matter what. Color coded kingdom sails like we have now cannot be stolen by untagged people, but can be stolen by people tagged (for RP purposes)
what do you think?

I just say that there should be a port in each kingdom, where high authroity can open the gates to it. Or something.

Erm, I think anyone not in a kingdom should not be able to enter into kingdom waters, if they do they are warped back to the main isle.

How the hell could people not in kingdoms build houses and people in other kingdoms wage war then?! X_X

This is the reason I really want guards. They could keep watch over the boats and arrest anyone that trepasses
