Guild App status thingy

It's all spiffy now. The proposed leader can delete the app and remove individual supporters now. Someday supporters will be able to remove themselves.

it's not really an issue now, but back before there were any type of restrictions guild apps would get deleted if someone supported it more than once (IP is logged) so lamers would jack up apps. Supporters can be removed now because they can't remove themselves if they decide they don't want to support anymore/
