After playing a bit with my inventory I get it so that 4 sacks are open :)

That's not "open," it's "active"..... but it doesn't make any sense, and it can screw you up (briefly) when you pick items up or sell things in shops.

'active' means the lock has been opened, it doesnt really matter for sacks
