I dont know why...I was just idling on g2k2 in water on the main map, and suddenly I saw "°ö&@ËœFùˆßÿ¿°S€©˜BmHÃ*ÿ¿—I" followed by "new message arrived in RPG window press F2 blah blah" a few times in a row. I press F2 and I saw the following:

Perhaps its some sort of RP ancient language you have to decipher, I have seen books like that.

Whoever wrote it wants you to send them cash.

I've gotten that too... some times it's been different tho...
