Delteria NPC Server stuff...

Sorry for posting this here but Stefan, or whoever can fix this problem will most likely read it here first.

Someone set the NPC Server on Delteria to send a message to the RC infinately. So this needs to be fixed seeing as no one can do it on their.

I just saw that the entire server was down so there may be more problems.
