umm you have never been on rc have you? They can look at your old acct an guess wut it has the last ip to log into that acct and wow look they can see that ip and find your new acct. so bam.

You're forgetting he's got other computers and ISPs.
My IPs change from computer to computer.

Just to add to that,

Companys such as aol have to rent out ranges ex

123.456.567.3

they rent out the 123.456 range or a diff amount of numbers etc. but usally when ips change they only change 1 number
