No, he was always awful. He just thought of "police chief" first so stefan gave him the position. He lost it shortly after though. He sure did like to say the grossest things ever though.

you would think once you decide to have (Police) instead of (GP) then just using common sense you would have (Police Chief) rather than (GP Chief) under most circumstances. (If i didnt give the slight possibility of change I know someone would have said "Not uh, maybe you have Police but you like the word 'SupercPolizeichef' (Super Sheriff in German i believe) rather than Police Chief"
