how would someone go about forming a kingdom?

I think they are only accepting sub-kingdoms but just think of an idea for a kingdom make a layout for the base,name have to make it a guild first um.. im not sure what else..

I dont think there Excepting anymore, the only way i think would be if LOTS of people supported you and wished to join once online.
