New options: npccontrols

There is a new option for the serveroptions.txt:

npccontrols=Stefan,Stefan2,Gspeed2000,...

is for listing the account names for people who
should be able to connect to the npc server using
the npc control (other than just high admins)

hmmmm, if rick wanted to could he add stufff to that like s other people can acsess it?
