Definate no on non-p2p, unless you make alts like server flags that contain actions or params, etc. P2P it could be done using a with command, and I am sure when gmaps start into use that triggeraction on seperate levels will be easy.

no,,, that will triggeraction on -5, 10 of the current level, not 59,10 of the level above.
