New staff hiarchy idea thingimajiger

k, i had this idea because it seems to me like hiring people for staff positions needs to be a bit more systematic. . . by that i mean i'm starting to get pissed when kids work their butts off every time the police are hiring (not intended to relate in any way to the current staff, this is just a random example) and never get in, yet then some kid comes along and hey look his best friend is the police chief so he gets hired right off the bat. Maybe thats exaggerating a bit but anyway heres my idea take it or leave it (but keep in mind if you leave it you will be shot on sight)

instead of each job (ET, FAQ, Police, etc) hiring separately, they should all work sorta under the same system of promotion. So say you wanna be a cop, you don't just apply and then get there, you have to serve as like an FAQ or something, then get promoted to Cop. . . so if you want to be staff you gotta start at the bottom, like say ET or something, then get promoted to FAQ, then so on and so on. . .
k I usually don't make a whole lot of sense when i'm fully aware, and right now i'm kinda half asleep so if this made no sense at all ya'll can pick someone to hit me

EDIT
-----
I forgot to mention another point I had, also this should discourage what alot of people consider 'curruptness' or whatever. If you actually have to work hard to get a certain staff position, that position becomes a whole lot more important to you and it's more likely you would think before you did something stupid with your tag on, or abused powers, or whatever

I didn't like hiring people away from other jobs, but they did have the best applications...

No.

ET has nothing to do with FAQ or Police.

Police enforce laws, FAQ answer questions, ET hold events.

What if a person wants to answer questions, not enforce laws or hold events?

What if a person wants to enforce laws, not answer questions or hold events?

You can't force people to hold events if they want to eventually enforce laws.

It just makes no sense.

The staff system is fine. Let people do what they're best at.

Yeah, I dislike being a pseudo-FAQ when I'm on my Police tag

you don't have to accept the promotion if you don't want to be a cop. But what it does is get you people-oriented. Yes, a cop does do different stuff than an FAQ, but the jobs really are very closely related in that if people have a problem, they PM you. Say you work in some graphic arts company. You start out as a drawer, right? and eventually say you get promoted to vice president, well, running a company has nothing to do with art, but you're still in the art business. Same thing here, getting promoted to cop may seem very different than being FAQ, but you're still in the service buisness

in addition to my previous post:
when you write out the application to be cop or anything they ask for any previous staff experience anyway. . . the whole point is you get experience being a staffer before you get thrown into some high position like Police. So this should illiminate the possibiliy of hiring some kid for police, then he puts on his tag and is absolutely overwhelmed and doesn't know what to do and ends up sitting in a corner to pout x.x
