Use the utility....

Everytime I go to do something like make a guild,go into guild posts change password or create an account at teh end it ways says
Use the utility at graa2001.com

AND I DO

i go tto www.graal2001.com and I click it there, does this happened to anyone else? and why wont they fix it?!

Probably scripting making it so you have to be at Graal2001.com so people do not put a guild creator on their website? Or do you mean it doesn't work at Graal2001.com either?

Make sure your web browser sends HTTP_REFERRER in the HTTP GET/POST headers. It's a lame way to make sure people use the stuff on graal2001.com, but it works 99% of the time.
