Welcome to the classic syndrome, soon as 2k1 came out graal classic became a testing ground for 2k1's such as trees and other npcs and new quests drasticly dropped, soon as 2k2 is out i suppose same thing will happen to 2k1

Looks like poor planning on the level admins on this one. The way I see it. They get an idea out of nowhere, and their urge to create takes over.
They then start work on this new idea of theirs, soon after a couple days they either.

1.Get a new idea and start working on that.
2.Figure out that this idea they had is going to take lots of work and effort than they had planned for.
3.Get bored with this idea.

They then abandon this idea of theirs and start on some other new idea, the process then repeats itself.

Your level guys need to regroup and start working as a team. Instead of each of them working on seperate ideas. They need to work as a team, plan out their ideas and work on it, not letting any new ideas go through until the one they have is complete...but I see where they come from, the strong male urge to create can be quite overpowering at times.

But what do I know....

It's hard to get an all-volunteer cast to work together on anything. I mean, compare, if you will, the coastline, the Ninja/Tyhm's Heart quest, and Nimda Island on Classic.
The coastline was made mostly by honds, Poizon and Bhala - mostly honds, I believe. It's fairly complete, but took months to finish. Why? Half the time the three of them were waiting on the other two to finish their parts and send them along.
The Ninja/Tyhm's Heart Quest. Currently on revision 14. When I made it it was my only project, and I was the only one making it. Since then I've been the only one to edit it, except the outside levels which were redone by the good people of the coast project. I'm not too thrilled with how it worked out, but oh well, some people still seem to like it.
Nimda Island. Made by Ærillon and Omniflare, who could only do it by splitting the project in half. Omni turned in his half and Ær's computer crashed. Months later I get Ær's half, forward it to the new team, Eagan and Vivi. You've seen it - it's still just Omni's half.
