Setup bugs

I have corrected the main setup problem that make it crash on Win98 and some other version of Windows.

There is still a little problem to display the list of packages but i am working on that.

it still doesnt work for alex
he didnt get graalshop or tranlator thingy :(
even though he installed everything (or at least he thinks he did)
