Actually banning is only recently possible again (Since today as a matter of fact), although just that you don't like the spam does not, in my opinion, mean that you can completely insult someone.
By the way, in "Retarded Retard" the retarded part is in fact redundant.

This kid makes like 20 usless threads in every forums every dqay about rating people and like servers.

They're useless to you but not to others. I for one think that his threads are rather nice; he himself is an annoying little ant, but his threads are good and have purpose.
