Haha, yah now there is a large row of arrows coming out. Everyone is pointing at Konidias because he is idle at the exact spot the arrows are coming out but of course we know it's not him... or do we?

Actually,
He's on 3/4ths of the time cheaters are caught, and they are by him. It could just be a cover-up, though. He could be doing it and jailing people he doesn't like and accusing them of cheating.
