Best Image software

what is the best image software i can get but thats not too big file size
(under 5mb) it needs to be able to cahnge colors and save gifs pngs and all that good stuff

Just get Paint Shop Pro 7, it's over 5mb but it's 1337.

Why under 5 megabytes? Are you that low on hard drive space?
